Charls Walker, Treasury Official and Business Lobbyist, Is Dead at 91
 

As a Treasury Department official in the 1970s, Mr. Walker oversaw federal revenue-sharing with the states, and as a lobbyist, he was credited with preserving write-offs for the proverbial three-martini lunch.
