Dozens of Syrian refugees not fortunate enough to arrive in Canada before the Liberals took power and began covering their travel costs are receiving government notices telling them they owe thousands of dollars. Critics say that the rule change, while well intentioned, has created an unfair two-tiered system for new arrivals.
