Harper sows hope in Senegal, carries 'concerns' on to Congo
 

The Senegalese presented Canadian Prime Minister Stephen Harper with ceremonial honours today at the conclusion of his official visit to the promising West African democracy. Harper's now off to the Francophonie Summit in Congo, carrying fewer carrots and more concerns.
