Ontario bill could reward police forces for seizing property in illicit tobacco busts
 

Contraband tobacco remains rampant in Ontario and lawmakers are trying to respond. The proposed Bill 139, would institute harsher penalties on tobacco traffickers, but the bill also gives local police a possible cash incentive to fight contraband tobacco, alarming civil advocates.
