Why does Telus allow tethering APN settings to be edited on iPhones?
 

The subject says it all. Under Settings/General/Cellular/Cellular Data Network on iPhones, some or all APN settings can be exposed by carriers meaning you can edit them, such as MMS, on-device data usage, and tethering usage APNs.
