Trudeau can't keep everyone happy on pricing carbon and building pipelines
 

In November, Trudeau is due to finalize a national plan on climate change. By Dec. 19, his cabinet must decide whether to approve the Trans Mountain pipeline proposal. Whatever the decisions, Trudeau will be spending his political capital with part of the electorate.
