Pandemic, mixed messages complicate Canadian students' plans to travel to U.S. for school
 

While the federal government has announced that fully vaccinated Americans can enter Canada without having to quarantine starting Aug. 9, the U.S. said its side of the land border will remain closed to non-essential travel until at least Aug. 21 to limit the spread of COVID-19.
