LTE Strategy - AWS vs 700mhz

Can someone please explain the following to me: Looking at a cell tower map of Toronto and Winnipeg for example, there are a lot of cell sites that are still only HSPA (850/1900 mhz). Is there a plan to upgrade all these sites to LTE eventually? Or are they waiting for the 700 mhz auction so that...
