Samsung Phones IMEI Lock for Billing
I'm planning to purchase a S4 privately and heard that if the person that sold it to me does not pay their bill for 3 months, the Wireless Provider can lock the phone's IMEI and render the phone useless for the person buying. Even though the seller got the phone legitimately by way of hardware...
