Adding data to iPhone?

Hi, I have a question regarding adding data. My father is currently using an iPhone a family member gave him. However he does not have a data plan, he is just using it on his voice plan. Basically he cannot really use any of the apps or emails etc..just calling and texting. His monthly bill is...
