Fiber Optic question

So i live in a smaller community ( Woss ) and they have run fiber thru our town and down to a school , now its less then a black away ( In city terms ) and when they were running it thru we were told we would have access to it . Now ive heard thru people that we wont because it will kill the local isp .. Is there anyone i can talk to to find out about this ? and if i can get it run to my house ?
