Default Why the disparity between BC and Alberta (Can't be geography!!!)?

I am hoping someone from Telus might be able to explain why there is such a disparity between PureFibre access in Alberta, as compared to BC? As of this morning BC has 51 communities listed on the PureFibre map, whilst Alberta has a total of 20. As of last year, the population between the two provinces was very close, with BC having over 4.6 million residents, and Alberta 4.1 million residents.

In terms of percentages, Alberta has almost 90% the population of BC, but only 39% coverage in terms of fibre communities.

Come on Telus? Shouldn't it, at the very least, be close?
