Fido Can you no longer use your FIDO dollars at the apple store?

A buddy tells me he couldn't use his FIDO dollars to buy a non-contract full price iPhone 6 at the Apple Store. Apparently this is a new policy, but I don't see anyone complaining about it on here, so I wonder if that really is the case. Anyone know anything about this?
