Does Rogers block ports?

I'm currently testing a LTE Router. Even though I've forwarded the correct ports to my home servers I'm not able to access them via my external IP address. For example. Let's say my external IP is 999.999.999.999 and my home server is 192.168.1.999. If I forward port 22 or 80 or whatever to...
