How do you do a voice to text??? on Iphone??

A friend of mine has an iphone 4,she is clueless about the phone other than the most basic functions. But when she opens her text messages, and goes to enter a new text, she has a mic icon where you would type, where as my iphone 5 just has a camera icon. So she just hits the mic icon and dictates...
