Default Is this a risk worth taking?

Hi everyone,

My brother-in-law bought a warehouse which was earlier used for storing wine cellars. Now he wants to renovate the place and lease it to the retail stores nearby for easy storing available nearby. He has slowly started developing the warehouse and in one part of the warehouse, he has installed racks for storage. But while buying the place he didn't review with the owner whether the place has a safety certificate or not. He wishes to pursue a certificate so that he can approach companies for storing chemicals too. Would consulting an engineering firm be enough? How should the certificates be applied for?
