Need help with plan change timing

Hi fellow HoFo's, It's been a while since I posted here. I need some help deciding how I should time changes to my data and voice plans. I have: iPhone 3GS $30 Urban Vancouver 400 out / UL inc. (pre-Nov 2008 plan) $30 3Y 6GB Data $9 VM and CD $0.75 9-1-1
