Air Canada denies certain compensations claims, calls staff shortages a 'safety-related issue'
 

In a Dec. 29 memo, Air Canada instructed employees to classify flight cancellations caused by staff shortages as a "safety" problem, which would exclude travellers from compensation under federal regulations. Some customers have been frustrated to find that policy remains in place.
