Why does Rogers still not own any LTE towers in Winnipeg?

I've looked at Spectrum Direct and different cell tower maps and I cannot find one Rogers owned LTE cell tower in Winnipeg. All the towers listed are just MTS LTE sites. The Rogers owned sites are just HSPA. My god what is taking them so long to upgrade their cell towers to LTE? I literally have...
