Climate change costs seen as steep but tough to tally

Overall, climate change is expected to exact an economic toll. The Intergovernmental Panel on Climate Change says the world economy may suffer losses of between 0.2 per cent and 2.0 per cent of income if temperatures rise by two degrees Celsius from recent levels.
