Any tips to get Rogers to unlock a phone when cancelling?

I'm going to be canceling my Rogers contract soon and going with another carrier. I will pay the ETF and wont be porting my number. Will Rogers unlock my Iphone 4 for the fee after I cancel? Do I need to wait till its canceled and the bill/ETF is paid?
