Rogers Charging Me $50 "Service Deactivation Fee"?!

I signed up for the 6GB Super Plan last month on a month to month contract, and due to personal reasons had port my number back out later in the month (November). I get my last Rogers bill today, and find out that they billed $87.48. $50 of that is a "service deactivation fee". I have never...
