When Hu Jintao, China's top leader, picked up the telephone last August to talk to a senior anticorruption official who was visiting the city of Chongqing, special devices detected that he was being wiretapped by local officials in the city. The discovery of that wiretap --- and others --- led to an official investigation that helped topple Bo Xilai, the charismatic former member of the Politburo.
