Unlocking iphone at rogers store question

I have an Iphone 4 I used with rogers earlier this year before I gave my plan to a friend. It's locked to rogers and I want to unlock it to use it internationally. Do you guys know if I can still have it done at a rogers store for the $50 even when the phone is not activated at rogers anymore?
