Bell What's the best way to optimize a plan for a Snowbird Traveller?

My parents travel to Florida. Currently have a BB Pearl Flip and they do some occasional texting--NO DATA!! They are interested in a new iPhone 5s, but might consider a 4S or 5. What is the best strategy if they travel often to the US for weeks/months at a time? Is there a Bell US option...
