For almost 15 years, the proposed West Kowloon Cultural District in Hong Kong, a plan set to cost $2.77 billion, has existed only on paper. And its M+ museum project did not have a single piece of art to its name - until the surprise announcement two days ago that Uli Sigg, a former Swiss diplomat and old China hand, had donated more than 1,400 Chinese works to the museum and sold it an additional 47 pieces. The museum's expected opening: 2017.
