Default How Big Tobacco skirts Ottawa's ban on flavoured cigarettes
It was a prominent Stephen Harper campaign promise in 2008: Ottawa would ban candy-flavoured cigarettes that targeted young smokers. But shortly after the ban was enacted in 2010, tobacco companies found a way around it. Kelly Crowe explains what's happened since.
