New S4..does the following mean it's unlocked including for wind and mobilicity?

Bought a new S4 off a kijiji seller because my now old S4 developed a crack across the touch screen, making the bottom 2/3 of the screen unusable and black. OS 4.4.2. It seems like it's a koodoo phone because when I do a reset wipe of the phone, the default koodoo apn settings get put back...
