Prepaid phone bought new but denied activation credit because I waited too long

It was Samsung Gio bought over a year ago (prob almost 2), but never activated. Now they said they don't give activation credit anymore, ($20. IIRC), but a 8 months of $10./mo each (but only for monthly prepaid plan, not pay per use though). I guess there must be some kind of fine print that says...
