Default Does Canada have falling carbon emissions in a growing economy?
The federal environment commissioner said this week Canada is falling behind on a commitment to cut greenhouse gas emissions by 2020. Yet Prime Minister Stephen Harper told MPs the country's emissions are falling as the economy has grown. The Canadian Press looks at the facts.
