Using BIS Data on Android

I am using a Z30 on Bell and in order to get the visual voicemail I needed to get the BIS data option. I just tried putting my SIM card in an Android phone and the phone could see the network, but it wouldn't connect any data. It said I was off line. Am I locked to using a Blackberry if I'm...
