Is there any way to send picture messages (MMS) without incurring data charges?

As far as I can tell, I am unable to send picture messages with data turned off on my Android phone (Nexus S running 4.0). This is a bit of a problem as I do not have a data plan, so I keep data turned off in order to avoid incurring data charges caused by background apps data usage and...
