Default Training of Deputy in Tulsa Was Faulted in a Report
In a 2009 internal investigation into Robert C. Bates, the volunteer reserve deputy who this month shot an unarmed man, officers said that he was unqualified for his post, but that commanders told them to ignore those concerns.
