Costs to expand the network

I'm not really sure where the costs are in a cell site these days, and how problematic this really is. Is most of the cost the site lease, the site equipment, the 24/7 electricity, maintenance/upkeep, etc.? I note with interest that there are reports of T-Mobile aggressively expanding band 12...
