iOS 9.3 Roaming Setting doesn't work?

I was driving near the Canadian border last weekend and when I went to look at my phone, discovered I had two texts from Verizon welcoming me to Canada. I verified that both Voice and Data roaming are set to Off in Settings-Cellular. Is this an iOS bug? I'm running iOS 9.3 on a 6s, not...
