Does Bell unlock Android Phones?

I just switched over to Bell and I've never owned an Android handset before. I'm looking on buying the SGS3 or the Sony Xperia T at full price from the Bell store. Is it true that Bell can unlock your Android phone for a fee? That way, I can still have my 10% off from my monthly bill.
