Bad idea to use an older iphone for parental controls?

So, I 've been looking for a phone/plan for my 10 year old to use pretty much to contact me/another adult for after school, so just talk and text. I prefer he does not have internet access, even with wifi. I learned on another forum that you can disable safari on iphones--something I had no idea...
