Need help - data roaming problems on AT&T during quick road trip

Hi all, I need some help. I've somehow found a way to rack up a $200 bill with my phone. I do what I always do, keep data roaming off (iPhone 5) until I go to check the border lineup. I had to check out a website, but I ENSURED I was on wifi, data roaming was still off. I wasn't near...
