Very weird blocking(?) problem.

My brother has a 519-909 **** number. It's a Samsung smart (??) phone, on Telus. I'm in 905 area code, I have a Rogers landline (not by choice,) and a Public Mobile (and therefore Telus) Samsung Rugby flip phone, 289 area code. I sometimes use Distributel for long distance.
