Bellus outage in Atlantic Canada

Looks like (http://www.ctvnews.ca/canada/phone-s...nada-1.3533186) there is a major Bellus outage out East, and maybe some of Eastlink/Rogers (though most reports seem like Rogers is generally working). Culprit is possibly a fibre cut in Montreal.
