How to Program Optik TV Slimline 3 to turn TV on & off

In September our condo complex installed Optik TV on fibre in all 42 units. We have what I believe are Slimline 3 remote for STB IPV 5050/1305 (this looks to be the same as the "hospital remotes, however our remote is black).
When I turn off the STB using TELUS remote, the TV stays on and my Phillips Model 55PFL7505D, manufacture March 2011, has a green screen when the STB is off.
I'd like to control the TV on/off with the TELUS remote and not have to use the Phillips TV remote.
Does anyone know how to do this? I spoke with TELUS support at 1-888-310-2267, the gentleman was very helpful but had not seen this issue and could not find any documentation on this remote & turning TV on/off.

Any suggestions?
