Default Determining source of packet loss

Hi, I logged my packet loss to an arbitrary server (online game). The packet loss occurs directly after the router, so I was hoping someone would have some information on the IP that is causing the packet loss. It would be helpful to determine whether the problem is part of my home network or Telus' connection.

The IP with consistent 15% packet loss is: 207.194.150.129
