Default Home phone says check telephone line

There’s no dial tone and when I check my line it looks fine to me. I’ve called Telus before about this and they had a technician come over to check it out and the technician said that it was fine and there doesn’t seem to be a problem so he recommended we change the house phone. So we changed the house and it’s saying the same thing again.
