ZTE WF721C locks sims with a pincode?

I put an active Telus sim card in a ZTE WF721 that was originally from Telus. I plugged a phone in to it and tested it, it received calls and worked correctly. But after putting the sim card back in the iphone it was originally from, the iphone now says the sim is "sim locked" This sim is...
