11 months left on bell contract..want to upgrade..but bel saying no

So i have 11 months left...have galaxy 1...want to upgrade to galaxy 3, but bell i saying no. They said because i was late on payments they cant upgrade me. Even though i was late, i did pay it, even if it was late. have zero balance right now. They said my eligibility is in september, and...
