Long Distance Call Routing Issue?

I'm having an issue when calling my mum in San Diego County from Victoria where one of two things occur:
1) The call is dialed from my land line in Victoria and the phone on the other end rings once - then clicks and then static. Same happens from my cell phone under a different carrier (Bell).
2) The call gets through but the reception is so bad you can barely make out what the other person is saying.

I've received calls from my mum where the reception was great, but unfortunately when I call her one of the above happens. This seems to have started happening 2-3 months ago. Any thoughts on what might be going on are appreciated!
