Default Quebec's proposed changes to Constitution seem small, but they could prompt historic makeover
Unintended consequences loom for Prime Minister Justin Trudeau and Conservative Leader Erin O'Toole as they support Quebec's ability to rewrite a section of Canada's Constitution, without permission from the provinces or federal government.
