My Wifi has been slowing down lately and now this pop up is Coming up

My wifi has been slowing down, and lately it seems some devices aren’t getting wifi at all. Now this pop up is appearing when I try to access the network, and if I click the cancel button in the top right I have the options “use this network without internet” and “use other network” can anyone tell me what’s going on?
