Default Synology NAS with Telus Wi-Fi Hub: connection refused

Hi,

I am helping a friend setting up a new Synology NAS. It is a DS220j. I was able to setup the NAS in my own house. Now when I bring it to my friend's house and plug it to the router, it turns on, acquires an IP address but it is impossible to connect to it through the web browser, I have a connection refused error.
I have checked on the admin portal of the modem (192.169.1.254), I can see that the NAS has an assigned IP Address, I have turned all the firewalls OFF (IPV4 and IPV6) and even with that I cannot connect to the web UI of the NAS and I have the following message:
This site can’t be reached
192.168.1.87 refused to connect.
Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

This is really strange. I have been having lots of Synology NAS using multiple types of modems and never encountered that kind of issue. I really don't know what to do.
