Default Failed fibre upgrade

So I had scheduled an upgrade of my 1GB fibre to 3GB, which ended up as a disappointment.

The Telus tech came onsite to replace all the Telus equipment. Through no fault of the technician, my internet speeds dropped from 950Mbps Up/Down to 650Mbps down/870Mbps up. The Telus priovisioning people the tech was speaking to basically said: "that's the best speeds possible, there's nothing wrong with the fibre line". Funnily, they couldn't explain why I was getting better speeds before the upgrade.

Does anyone know who to contact to complain? Telus website (unsurpirsingly) doesn't have contacts to register complaints.
